Tokugawa Ieyasu in the Jidai Matsuri?

Your very good article on the Jidai Matsuri mentions the portrayal of the 3 great unifiers, Oda Nobunaga, Toyotomi Hideoshi and Tokugawa Ieyasu in the festival, but having attended and photographed this festival on two occasions, I have not seen any portrayal of Tokugawa Ieyasu himself.
Having tried to find out why Tokugawa did not feature, my requests for further information have all met with no reply.
Can you please explain why Tokugawa is not in fact portrayed in the Jidai Matsuri. (The 2022 guide to the festival published in Kyoto does not show him as one of the characters involved)

yes there's reason 、Kyoto citizen won’t let him show up this festival .
because he moved the center of government from kyoto to freaking tokyo!

the absence of Yoritomo and Ashikaga are the same reason.
